These are pretty Antique Sterling Silver Sugar Tongs or Nips from the early 1900s. They would be ideal for serving sugar cubes, Hors D'Oeuvres or other small items.
They come in a gift bag and would be a great present.

They were Hallmarked in London in 1919. The makers mark is a bit worn but is very likely to be David Landsborough Fullerton of Josiah Williams & Co.
The Silver is shiny with a tiny bit of tarnish which helps to show the pattern.
